With A Little Help To My Friends
Despite objections from Department of Juvenile Justice staff and fellow senators, Dirty Hari preserved a $9.4 million no-bid contract to Evidence Based Associates (EBA) which manages a probation program to divert at-risk youth from costly prison beds into community programs. With the contractor failing to meet its objectives, there was a call to re-bid the contract, which had been in place since 2004. Dirty Hari stopped this from happening. Why? Becuase the contract was lobbied for by close lobbyist pal Frank Tsamoutales.
He threw in an extra $6 million to EBA because as one lobbyist put it "Performance counts." That's one way to put it.
